Kerala HC directs state to enact laws for legal heirship certificates

The Kerala High Court held that the state should consider enacting a law or framing rules for issuing legal heirship certificates. The court quashed an order by a village officer that rejected an application for such a certificate. The order was issued on a petition filed by Baby Kurian of Kottayam, who challenged the Kottayam taluk tahsildar's rejection.
